[Browser] Couple of odd display differences in IE7

 Description   
Summary:
Reported in Town Hall and verified in 4.1 build 889.

1) The Auto-Refresh appears on the left side and above the logo
2) The pre-parser now under the 'Mail Filtering' tab. In the "edit" window, click the 'Message Headers' box and observe the "value" field is squished on the right side.
