This question came from town hall and I don't think we have a good way to do it in 4.1/4.2 .

You can of course set global permissions to restrict ticket actions, but none of these can be applied to individual groups. e.g.

[Display Ticket] Can comment on tickets
[Display Ticket] Can forward tickets to third-party e-mail addresses
[Display Ticket] Can add sticky notes to tickets
[Display Ticket] Can reply to tickets
[Tickets] Can close tickets
[Tickets] Can delete tickets
[Tickets] Can move tickets

The cleanest way to do this, that I can think of, is to create a third membership option in 'group configuration', for read-only access. The other two options I think would be maybe adding another layer in the 'Permissions' tab with a group drop-down for each 'role', or for each individual ticket-related permission (but that could get messy).
