 Description   
Summary:
New or existing registered customers can upload attachments when they open new tickets from the SC. However the customer cannot upload attachments to their REPLIES from the ticket history.

Steps:
0) Make sure all the appropriate modules in the Support Center are enabled.
1) Login as a client, click 'Ticket History' and then open an existing ticket.

Result:
Observe there is no option to upload an attachment.

I think this can be solved but adding an attachement custom field type then just exposing that custom field using the new custom fields in the support center.
