Summary (edited slightly from customer quote):
Assuming CHD-1558 was implemented where we'd have a total time field for each ticket. This user would also need the Time Spent Per Organization report to show this total time instead of (or in addition to) the individual time entries.
This is because we are working based on 15 minutes timeframe. EG:
+ first reply to ticket xxx 3 minutes
+ second reply to ticket xxx 4 minutes
+ third reply to the ticket xxx and closing it 3 minutes
=> total time spent: 10 minutes, invoiced: 15 minutes.
The only workaround I have found is to add a ticket custom field which appear in the ticket properties. We are currently editing this field manually to have an overview of the total time spent and we don't have a related report.
