This patches is full of goodness.

This includes the following changes.
1) 4 New extension points.
2) Translation support for the descriptions of the templates.
3) Adding total time number to time-tracking plug-in showing off how the new events work.

As a generally role I am keeping the Cerb4 and Cerb5 patches up to day on github. I will attach a cerb5 patch after the jquery update goes in even though it shouldn't be an issue with this patch.
