Add an 'All' option to Bulk Update

 Description   
Even though you can just put '*' in the subject or sender field to affect all tickets in a list, it's much less obvious than if an 'All' radio button was available and automatically selected when bulk update opened with no checked tickets.

Keep in mind that this is totally a superficial change. "All" should become the first option of the radio buttons and select when the Bulk Update dialog is opened without any tickets being checked in the view.

On submit the 'All' option should be treated as if the sender '*' was given (wildcard everything)
