I doubt they both would run off the same underlying code, but if we fix one perhaps we have reason to tackle the other.

I saw in the "Popular Issues" tab of the home page that this was rated as Minor (Minor loss of function, or other problem where easy workaround). Last I had heard there was not a workaround for this. Is that still the case?

We already have the full-text search service that could easily be applied to comments. The only real work to be done is creating a worklist for comments so we can have filters on a tab somewhere (probably 'Activity').

We'd also need to make sure that comments were properly filtered out if someone didn't have access to the parent content (like a comment on ticket in a group that isn't visible to most workers). These are the little things that make the feature slightly more complicated.
