Going to re-open this again as an "original" request since the ~~CHD-365~~ issue it was merged into fixed a separate issue, but did not specifically address workspaces.

This would be better handled by allowing workers to copy each others workspaces (possibly through private messages), rather than allowing one worker (even a manager) to edit another's worklists. Additionally, if a worklist shows multiple groups then how would you really control which managers are able to modify it?

Implemented in 5.6
