Consolidating manager control requests into a single issue.

CHD-552 requests manager control over group member's "my workspaces" tab (views, etc.)

Going to re-open this again as an "original" request since the CHD-365 issue it was merged into fixed a separate issue, but did not specifically address workspaces.

This would be better handled by allowing workers to copy each others workspaces (possibly through private messages), rather than allowing one worker (even a manager) to edit another's worklists. Additionally, if a worklist shows multiple groups then how would you really control which managers are able to modify it?
