[Groups] "add new group" does not work after hitting the free mode cap even if you unlock the helpdesk with a license

 Description   
Summary:
Even after you've unlocked the group cap with a license, clicking the "add new group" link with 3 groups locks the input fields. That is the Helpdesk thinks it's still operating in free mode.

Note: By refreshing the Groups tab by clicking it you can still add more groups. The "add new group" link in the left sidebar is what's broken.

Steps:
1) On a locked Helpdesk add groups until you hit the 3 group cap
2) Enter a valid Helpdesk license to remove the group cap
3) Click "add new group" in the sidebar

Result:
Group detail fields are locked (greyed out)

Functionality is technically broken, but there is a simple workaround so it's not vital. However it's not intuitive to the customer that "add new group" is locked.

Filing this under "Significant Value" for the later Milestone #19.

Verified in stable build 781.
