'Explain' link does not work on mail configuration

 Description   
Steps:
1) Click 'configuration' on the top-navigation bar followed by 'mail'
2) In the Mail Routing div find the options for Add routing rule (Pattern -> Group): [Explain].
3) Click 'Explain'

Result:
Link does not work (placeholder?)
