Summary:
During installation if 'Send test message to:' is not filled in there is no error message reminding you to do so.
Steps:
1) Check out a fresh copy of Cerberus and proceed through the install
2) Once you get to the step where you set SMTP settings, leave the 'Send test message to:' blank
3) Click 'Continue >>'
Result:
Observe that there is no error indication that you didn't fill in the field as seen in many other applications. The only indicator you get is if you observe the message that appears asking you if you received the test e-mail.
SENT! Did you receive the test e-mail to [blank]?

This is no longer an issue because the Installer doesn't send mail during the SMTP test anymore. It now tests the connection.
